Navarra Environmental Education Strategy (ENEA)

In 1999, the Government of Navarre began a process that has extended to this day. The goal: to promote the environmental co-responsibility of institutions, the private sector and social organizations. To achieve this, a public participation process was promoted that elaborated a social intervention strategy: the Navarra Environmental Education Strategy (ENEA). Since then, hundreds of entities from all institutional and social areas of our Community have participated in its definition and development.

The first phase of this process ended in 2002 with the consensual definition of principles of action and an Action Plan for the period 2002-2006. From that moment until now we have tried together to contribute to raise awareness, train, train and open avenues of public participation in environmental matters. To this end, we have opened different spaces for intervention and collaboration and we have started new paths in which we have taken firm steps - and also stumbled.

In order to make a small stop for reflection, we launched at the end of 2006 an evaluation process that has been developed in a participatory way throughout 2007. Thus, we have been able to realize the important progress achieved although, in parallel, we are aware of the little influence we still exert on the improvement of environmental indicators.

As paths for the future, the different social sectors are committed to continue deepening environmental integration. We are also aware of the need to work together, for which it is necessary to strengthen the spaces for meeting and collaboration, consolidating different networks that are capable of proposing initiatives and assuming new environmental commitments in their respective fields of action.
